DENVER—Xcel Energy has asked Colorado regulators to approve changes that would slightly lower electricity bills for residential customers but raise rates for Windsource customers, beginning Jan. 1.
The utility said Tuesday that average residential customers would see monthly electric bills fall about 16 cents to $55.88 under the proposal. Typical small business customers’ bills would fall about 26 cents to $90.91.
Xcel says energy costs are expected to rise in early 2008, but it proposes offsetting those increases with balances accumulated in an account that helps it recover electricity costs.
Xcel says Windsource program participants will end up paying $2.09 per 100 kilowatt-hour block of power more than the cost of power from fossil fuels.
Windsource participants buy some or all of their electricity from renewable wind generation.
