NEW YORK — Gov. David Paterson’s job-approval rating plunged to the lowest for any chief executive of the state, and 63 percent of voters said he doesn’t deserve a full four-year term, a poll by Quinnipiac University found. Paterson’s performance was viewed favorably by 28 percent of voters in the survey released Monday, the lowest since he took office a year ago. Paterson, a Democrat, became governor in March 2008 after Eliot Spitzer resigned amid a prostitution scandal.
