WASHINGTON — The State Department’s inspector general Monday launched an investigation into complaints that the government’s review of the controversial Keystone XL pipeline has been undermined by bias and conflicts of interest. The move raises the prospect that the Obama administration’s final decision on whether to permit the 1,700-mile pipeline from Alberta, Canada, to gulf coast refineries could be delayed until next year.
