An update of  Adams County’s animal licensing and control ordinance will allow residents to submit time-stamped video evidence of barking dogs and other aggravating behavior, said Jim Siedlecki, county spokesman.

If animal control receives a complaint but arrives after the dog has stopped barking, the video can demonstrate it was causing a disturbance “for three hours previously, and the neighbors are mad as hell,” Siedlecki said Wednesday.

There are other “small refinements” made to the code and some language has been cleaned up, he said. The changes were made to make the ordinance “consistent with other jurisdictions, so everyone has the same standard,” Siedlecki said.
