This frame from a 2016 video shows staff restraining a detainee at what is now called the Colorado Division of Youth Services' Lookout Mountain Youth Services Center. According to a report, youths locked up in Colorado鈥檚 juvenile corrections system were isolated for hours in tiny, barren rooms, wrapped in full-body straitjackets, and subdued with 鈥渒nee strikes鈥� and other pain-compliance techniques. Those techniques have been phased out.
