The message: More than 1,000 organizations throughout the state, including teachers, business owners, seniors and nurses, are supporting Referendums C and D “to help Colorado recover and meet the needs of a growing state. Better schools. Better health care. Better roads” without a tax increase.
Fact: More than 1,000 organizations have endorsed the measures, including the Colorado Education Association, AARP, the Denver Metro Chamber of Commerce and the Colorado Nurses Association.
Referendum C generally earmarks money for schools and health care, but doesn’t name specific programs. Referendum D outlines specific spending on road projects and other programs.
The claim that the measures do not raise taxes is true insofar as the measures do not increase the state’s tax rate.
However, taxpayers would give up money that would otherwise be refunded to them under the Taxpayer’s Bill of Rights, or TABOR.
