MIAMI-
Hurricane Isaac weakened to a tropical storm Monday as it raced over the north Atlantic toward Newfoundland, where the Canadian Meteorological Service upgraded a tropical storm watch to a tropical storm warning.
The warning said 45 mph wind and higher gusts could be expected Monday afternoon and evening on the Avalon Peninsula.
At 11 a.m. EDT, Isaac had top sustained wind near 60 mph, down from 75 mph earlier in the day, forecasters said. Tropical storms have winds of at least 39 mph; hurricanes have at least 74 mph winds.
