Democratic Preview Address on the SOTU January 19, 2007
Good afternoon. I am Ken Salazar and I have the honor of representing the state of Colorado in the United States Senate.
In my first two years in Washington, I have heard the wishes of many for a new day.
A new day when our loved ones would be safe in this country rather than in Iraq. A new day when our nation works toward the values that we believe in.
The new day of our nation has finally come to fruition last November when the country voted for a Democratic leadership in both the Senate and the House of Representatives.
The opportunity to realize a new vision is now possible and Democrats are committed to delivering results. Next week we will start the process to finally raise the pay of 13 million people working at minimum wage jobs, and in the months ahead, we will fight to:
– Comprehensively reform our nation’s broken immigration laws,
– Make sure that all children have the opportunity to go to college, and
– Lower gasoline and prescription drug prices
And also change the United States’ course in Iraq.
Latinos, like other Americans, have sent a clear message: we need a change of course in Iraq, and we need it now. I do not believe that the President’s proposed military escalation is in the national security interests of this country. It is not what the U.S’s finest military experts recommend. And, Democrats will oppose the continuation of a failed policy.
Iraq is experiencing a civil war. Interjecting more of our military forces will not end the civil war. Only a comprehensive political settlement will.
General Abizaid who was our top commander in the region said it best in this testimony:
“I do not believe that more American troops right now are the solution to the problem. I believe that the troop levels need to stay where they are… It’s easy for the Iraqis to rely upon us to do this work. I believe that more American forces prevent the Iraqis from taking more responsibility for their own future.”
Given the view of the senior generals responsible for our Iraq policy, and the negative reaction this military escalation has received, I think it is important for both the House and the Senate to give the President’s plan an up or down vote.
For too long, the Republican Congress has rubber-stamped this flawed Iraq policy. Those days have come to an end. Senators Levin and Hagel have introduced a bipartisan resolution. In the coming weeks, we will have a vote.
The reality in Iraq requires a new direction. More than 3,000 U.S. soldiers have given their lives, more than 23,000 wounded many of whom are Latinos and more than 300 billion dollars spent, and hundreds of thousands of Iraqi civilian casualties.
Democrats support a responsible new direction in Iraq. We need to stop having our brave young men and women policing a civil war, and start to focus on force protection, counter terrorism operations, and of course training the Iraqi security forces so they can take charge of their own destiny.
We also we need to bring Iraq’s neighbors into the process for stabilizing Iraq. We believe that this approach, which is supported by both Democrats and Republicans, is the only way to succeed in Iraq.
We also have other critical security concerns that need to be confronted.
The fact is America today is not as safe as it can or should be. Five and a half years after 9/11, Osama bin Laden still has not been found and our increasing involvement in Iraq is taking away our attention and resources from Afghanistan. And, as if that were not enough, North Korea and Iran, two members of the so-called “Axis of Evil” have enhanced their nuclear capabilities under the Bush Administration’s watch.
Democrats are committed to providing real security for our nation. The Congress will pass strong legislation to rebuild the military, stretched thin by Iraq and Afghanistan, to secure our homeland, which is still dangerously unprepared after 9/11 and Katrina. We will equip our first responders, and keep our promise to stand up and fight for our 23 million veterans.
And the Congress will conduct strong oversight of the Bush administration by asking the tough questions that need to be asked. The purpose of our oversight is not to point fingers or cast blame, but so we can develop a national security policy that will keep the United States safe and restore our leadership in the world.
In this new era of Democratic leadership, we need to pay more attention to our neighbors to the South. Latin America is an important region, with a number of U.S. strategic interests.
I recently returned from a trip to South America in a bi-partisan congressional delegation, where I visited leaders in Bolivia, Ecuador and Peru.
This was the first international trip that Senator Harry Reid took after becoming the new Majority Leader. I am proud that Senator Reid put the spotlight on Latin America!
The Bush Administration’s negligence towards Latin America has let Hugo Chavez fill the void the President has left in the region. Democrats are committed to a more positive and proactive reengagement with our fellow neighbors.
We will do this by strengthening our cooperation on vital issues, such as: trade, economic development, counter-narcotics efforts, immigration, and poverty reduction.
Together, with that positive and proactive engagement that Democrats are dedicated to, we can achieve the American Dream that we work toward as we seek to improve the lives of our families, our children, and ourselves.
Education is a keystone in creating those opportunities. I am a testament to the power of a higher education. My parents raised eight children in poor and humble circumstances. But they believed in the promise of an America that creates opportunity.
All of their eight children became the first generation of college graduates in our family. It has transformed our lives. Everyone should have that chance, and Democrats want to make that possible.
Our community often faces many challenges with respect to having adequate and safe schools for our children and access to important programs that help our children succeed. But barriers still exist that prevent our children from realizing their dreams of a higher education. It is for us to address these issues and to ensure that every child has access to a first-rate education that provides them the tools to graduate from high school and succeed in college.
Democrats placed college affordability at the top of our legislative priorities because we believe that every child deserves an opportunity to become whatever they aspire to be. It is this spirit of opportunity and vision of possibility that has made this nation a great nation.
Democrats respect our history as a nation of immigrants and recognize their contributions, which is why we believe it is time for fair, effective and tough comprehensive immigration reform.
For that reason, comprehensive immigration reform is one of our top ten legislative priorities of the new Democratic Senate.
Senate Democrats worked hard to pass a bipartisan comprehensive immigration reform bill last year, but unfortunately those opposing the measure focused on demonizing immigrants for political gain instead of fixing our broken immigration system.
House Republicans held numerous publicity stunt “hearings” all over the country to discuss the reasons to oppose comprehensive immigration reform and to inflame anti-immigrant sentiment.
We are committed to moving forward on a bill that will shore up our porous borders, enforce our immigration laws and deal with the economic and human reality of millions of undocumented workers. Make no mistake; we will need the President’s support to accomplish this significant legislative work. We have a slim majority in the Senate and must have bipartisan support to pass a bill. But together I believe we can make it happen.
I also believe that we can change the U.S.’s overdependence on foreign oil which is crippling our national security and undermining our economy. Our national security, our economic security, and the future of our planet depend on taking charge of our energy policy.
We are living in a critical time for our country, and indeed the whole world. The international community will look to us for leadership to confront the most pressing issues of the day. Democrats will work with the President and Republicans in a bipartisan way to address the challenges in a tough and smart way.
Whether it’s in Iraq, Afghanistan, securing our ports, fixing our broken immigration system, or providing our first responders with the resources they need to protect our homeland, this Congress will give Americans the real security they need and deserve.

Primer Mensaje Demócrata en Español Previo al Discurso Sobre el Estado de la Unión 19 de Enero de 2007
Buenos días.
Soy Ken Salazar y tengo el honor de representar al estado de Colorado en el Senado de los Estados Unidos.
En mis dos primeros años en Washington, he escuchado los deseos de muchos por un día nuevo.
Un día nuevo en el que nuestros seres queridos estén seguros aquí en el país en vez de Irak. Un día nuevo en que nuestra nación trabaje por los valores en los que creemos.
El día nuevo de nuestra nación por un cambio se hizo realidad el pasado noviembre cuando el país votó por el liderazgo demócrata en el Senado y en la Cámara de Representantes.
La oportunidad de realizar una visión nueva ahora es posible y los demócratas estamos comprometidos con lograr resultados.
En la semana próxima vamos a subir el salario de 13 millones de personas que trabajan en empleos que pagan el salario mínimo, y en los meses siguientes, lucharemos por más:
– Vamos a tener una reforma integral de inmigración,
– Vamos a hacer que todos nuestros hijos tengan la oportunidad de ir a la universidad,
– Vamos a bajar los precios de la gasolina y de las medicinas.
Y también vamos a cambiar el rumbo de los Estados Unidos en Irak.
Los latinos, al igual que otros estadounidenses, han enviado un mensaje claro: necesitamos un cambio de rumbo en Irak y lo necesitamos ahora. Yo no pienso que la escalación militar propuesta por el presidente está en el mejor interés de nuestra seguridad nacional.
Esto no es lo que los mejores expertos militares han recomendado. Los demócratas no apoyaremos la continuación de una política fracasada.
Irak está viviendo una guerra civil. Intervenir con más de nuestras tropas no terminará con la guerra civil. Solo un amplio acuerdo político podrá lograr la nación de Irak.
El General Abizaid, quien fue nuestro comandante a cargo de la región, lo dijo mejor en su testimonio siguiente:
“No creo que enviar más tropas estadounidenses ahora mismo podrá solucionar el problema. Yo creo que el nivel de tropas necesita quedarse como está…Es fácil para los iraquíes depender de nosotros para hacer este trabajo. Pienso que más tropas estadounidenses le impiden a los iraquíes el poder tomar más responsabilidad por su propio futuro.”
Dado la opinión de los generales de más alto rango que son responsables por la guerra en Irak, y la reacción negativa tan grande que ha recibido la escalación, creo que es importante que la Cámara y el Senado voten sobre el plan del presidente.
Por demasiado tiempo el Congreso republicano fue parte del fracaso en Irak. Esos días se acabaron. Los Senadores Levin y Hagel han presentado una resolución bipartidista. En las próximas semanas, nosotros lo llevaremos a votación.
La realidad de Irak requiere una nueva dirección. Más de 3,000 soldados estadounidenses han entregado sus vidas, hay más de 23,000 heridos muchos de ellos que son latinos y más de 300 mil millones de dólares gastados y cientos de miles de iraquíes civiles muertos.
Los demócratas apoyamos esa nueva dirección en Irak. Necesitamos dejar de tener a nuestros hombres y mujeres jóvenes siendo los policías de una guerra civil.
Entonces debemos de empezar a enfocarnos en la protección de las tropas, operaciones contra el terrorismo, y por supuesto, tenemos que entrenar a las fuerzas de seguridad iraquíes para que puedan tomar las riendas de su destino.
También necesitamos incluir a los vecinos de Irak en el proceso de estabilizar a Irak. Nosotros pensamos que esta estrategia, que tanto demócratas como republicanos apoyan, es la única manera de poder lograr el éxito en Irak.
Además, tenemos otras preocupaciones de seguridad que tenemos que enfrentar.
El hecho es que los Estados Unidos hoy no está tan seguro como pudiera o debería estar. Cinco años y medio después del Once de Septiembre, no se ha encontrado a Osama bin Laden y nuestra participación cada vez mayor en Irak está alejando nuestra atención y recursos de Afganistán.
Y, como si eso fuera poco, Irán y Corea del Norte, dos miembros del “Eje del Mal,” han aumentado su capacidad nuclear durante la Administración del Presidente Bush.
Los demócratas estamos comprometidos con darle una seguridad real a nuestra nación. El Congreso va a pasar legislación fuerte para reconstruir a las fuerzas armadas, que están sobre extendidas en Irak y Afganistán, para asegurar nuestra patria, la cual sigue en peligro luego del Once de Septiembre y de Katrina.
Nosotros les daremos el equipo necesario a los trabajadores de emergencias y cumpliremos nuestra promesa de luchar y defender a nuestros 23 millones de veteranos.
Y el Congreso se va a asegurar que la Administración de Bush le haga caso al los deseos del pueblo haciendo las preguntas fuertes que se tienen que hacer. El propósito de nuestra fiscalización no es echarle la culpa a nadie ni nada por el estilo, pero tenemos que desarrollar una política de seguridad nacional que proteja a los Estados Unidos y nos devuelva nuestro liderazgo en el mundo.
En este nuevo liderazgo de los demócratas, necesitamos darles más atención a nuestros vecinos del sur. América Latina es una región importante, con varios intereses estratégicos para nuestro país.
Hace poco yo regresé de un viaje a América del Sur en una delegación bipartidista de Senadores, donde pude visitar a líderes en Bolivia, Ecuador y Perú.
Este fue el primer viaje internacional del Senador Harry Reid después de convertirse en el nuevo Líder de la Mayoría. Yo tengo mucho orgullo de que el Senador Reid le dio esta importancia a América Latina.
La falta de atención de la Administración de Bush hacia América Latina ha dejado que Hugo Chávez llene el vacío que ha dejado el presidente en la región. Los demócratas estamos comprometidos con hacerles un acercamiento más positivo a nuestros vecinos del Sur.
Esto lo vamos a hacer fortaleciendo nuestra cooperación en varios temas vitales, como: comercio, desarrollo económico, esfuerzos para combatir el narcotráfico, inmigración y la reducción de la pobreza.
Juntos, con el acercamiento positivo y proactivo al que los demócratas estamos dedicados, podemos lograr el ‘Sueño Americano” por el que trabajaremos para mejorar las vidas de nuestras familias, nuestros niños y de nosotros mismos.
La educación es la llave para crear esas oportunidades. Soy testigo del poder de una educación superior. Mis padres criaron a ocho niños bajo condiciones de pobreza y humildad. Pero ellos creían en la promesa de una nación que nos da oportunidades a todos.
Todos los ocho niños se graduaron de la universidad y fueron los primeros en nuestra familia en hacerlo. Eso transformó nuestras vidas. Todos deberíamos de tener esa oportunidad y los demócratas queremos hacerla posible.
Nuestra comunidad enfrenta muchos retos con respecto a encontrar escuelas adecuadas y seguras para nuestros niños. Nos toca a nosotros atender estos temas para asegurarnos de que cada niño tenga acceso a una educación de primera clase que los prepare para graduarse de la escuela y poder echar hacia delante en la universidad.
Los demócratas pusimos la accesibilidad a los estudios universitarios entre nuestras primeras prioridades legislativas porque creemos que todos los niños se merecen una oportunidad de convertirse en lo que quieran ser. Este es el espíritu de oportunidad y visión de la posibilidad que ha hecho que este sea esta nación una gran nación. Los demócratas respetamos nuestra historia como nación de inmigrantes y reconocemos sus contribuciones.
Por eso es que creemos que ya es hora de una reforma integral de inmigración que sea justa, efectiva y fuerte. Por eso es que los demócratas del Senado incluimos la reforma integral de inmigración entre nuestras primeras diez prioridades legislativas.
Los demócratas del Senado trabajamos duro para aprobar una reforma integral de inmigración bipartidista el año pasado, pero desafortunadamente, los que se opusieron se enfocaron en demonizar a los inmigrantes para aprovecharse políticamente, en vez de arreglar nuestro sistema roto de inmigración.
Los republicanos de la Cámara hicieron varias “audiencias” políticas por todo el país para oponerse a la reforma integral de inmigración y para aumentar el sentimiento anti-inmigrante que hemos visto por toda la nación.
Nosotros los demócratas estamos comprometidos con adelantar un proyecto de ley que arregle nuestras fronteras rotas, aplique nuestras leyes de inmigración y atienda la realidad económica y humana de los millones de indocumentados.
No se equivoquen, nosotros necesitamos el apoyo del presidente para lograr este trabajo legislativo tan importante. Tenemos una mayoría escasa en el Senado y necesitamos apoyo de ambos partidos para aprobar una ley. Pero yo pienso que juntos sí lo podemos hacer.
También pienso que podemos cambiar nuestra dependencia exagerada de petróleo extranjero que le está haciendo daño a nuestra seguridad y economía. Nuestra seguridad nacional, nuestra seguridad económica y el futuro de nuestro planeta dependen de que tomemos las riendas de nuestra política de energía.
Estamos viviendo en una época crucial de nuestro país y del mundo entero. La comunidad internacional buscará nuestro liderazgo para confrontar los temas más críticos del día. Los demócratas queremos trabajar con el presidente y los republicanos en una forma bipartidista para atender los retos de una forma fuerte e inteligente.
Ya sea en Irak, Afganistán, asegurar nuestros puertos, arreglar nuestro sistema roto de inmigración, o darle los recursos a nuestros trabajadores de emergencias para proteger nuestra patria, este Congreso le va a traer al pueblo la seguridad verdadera que necesita y se merece. Muchas gracias.
