THE DECISION: Rod Bremby, Kansas secretary of health and environment, denied an air-quality permit for Sunflower Electric Power Corp. to build two coal-fired power plants in southwest Kansas.

THE PROJECT: Sunflower wants to build two, 700-megawatt plants next to an existing 360-megawatt plant outside Holcomb. Had Sunflower received its permit, construction would have been finished on the $3.6 billion project in 2013.

THE REACTION: House Speaker Melvin Neufeld and Senate President Steve Morris, both supporters of the project, were upset. But environmentalists were pleased.
