A two-man state administrative board on Wednesday quickly and humorlessly moved two proposed voter initiatives to impeach Bill and Hillary Clinton closer to the ballot.

Arapahoe County resident Page Penk authored the proposals, claiming that in 1997 the Clintons authorized a “Superman” military camera to peer from the sky into the bedrooms and bathrooms of Colorado homes. They are two of the six proposed initiatives Penk, 44, has pending in various stages. While Penk’s proposals have drawn guffaws from some political observers around the Capitol, others say they show why it should be tougher to petition to change the state’s constitution.

“It certainly boldly underlines the need to put the constitution on a high shelf out of the reach of mischief makers,” said Rep. Al White, R-Hayden.

Deputy Secretary of State William Hobbs, one of the two on the board, said the panel’s role is merely to see that the questions meet a required format and to give them titles. Penk still must collect the signatures of about 76,000 registered Colorado voters to put the initiatives on the ballot.
