The agreement to manage Colorado River Basin water flow during drought became official when Interior Secretary Dirk Kempthorne, left, signed the final record of a decision on a Bureau of Reclamation environmental study Thursday. The deal, negotiated over three years, gives the seven basin states — Utah, Colorado, Wyoming, New Mexico, California, Nevada and Arizona — new tools to manage the river and its water rights without reopening the 85-year-old Colorado Compact. It also resolves several legal disputes.
