WASHINGTON — The Environmental Protection Agency on Wednesday nixed California’s bid for greenhouse-gas limits on new cars, denying a request for a waiver allowing those restrictions to take effect.

The decision was a serious setback for California and 16 other states seeking the regulations to achieve anti-global warming goals.

The standards would have forced automakers to cut emissions 30 percent in new cars by 2016.
