COLORADO SPRINGS — Penny Culbreth-Graft, the former city administrator for Huntington Beach, Calif., started her new job today as Colorado Springs city manager.

Culbreth-Graft, 50, replaced Lorne Kramer, who retired in June. She will earn $210,000 annually as the city’s top executive.

Before working for Huntington Beach, Culbreth-Graft was city manager for Grover Beach, Calif. She has been assistant city manager for four other cities and the tribal-government manager for the Viejas Band of Kumeyaay Indians in San Diego County.

She has a doctorate in public administration from the University of La Verne, Calif.
