COLOMBO, Sri Lanka — A bomb planted by the side of a road ripped through a packed civilian bus today, killing 23 people in Sri Lanka as the government officially withdrew from a cease fire with Tamil Tiger rebels.
The blast struck the bus in the town of Buttala, 150 miles southeast of Colombo.
