Highlights from the Legislature on Tuesday.

— The Legislature launched an investigation into Rep. Douglas Bruce for kicking a newspaper photographer. The panel is expected to submit recommendations by Jan. 25.

New Bills Introduced

— Require that U.S. flags displayed by government entities be made in the United States.

— Provide an income tax deduction for a landowner’s direct costs incurred for wildfire mitigation.

— Authorize the secretary of state to investigate potential violations of charitable solicitation laws and set fines for violations.

— Make it a felony to threaten, harass or harm someone in retaliation against a judge.

— Make it a misdemeanor for a gun owner to fail to prevent injuries from unsupervised access to firearms by minors.

— Increase fees for registering sources of ozone-depleting compounds, emissions of regulated and hazardous air pollutants and significant users of prescribed fires.

— Create an Alzheimer’s coordinating council to develop a state plan to address an increase in cases of the disease.

— Prohibit employers from requiring anyone to join a labor union or pay dues or fees as a condition of employment.

— Require a public school student who fails to achieve at least partial proficiency on the 10th grade statewide test in reading, writing or math to take an exit exam in the 11th grade to demonstrate proficiency as a requirement for graduation.
