MEXICO CITY — Copper could fall 7.1 percent this year to an average of $3 a pound as demand from the U.S. and China declines, said Xavier Garcia de Quevedo, the head of Mexico’s Mining Chamber of Commerce.

The metal may rise to $3.40 in 2009 and then fall in 2010 to $3.10, he said Monday at a news conference. It averaged $3.23 a pound last year.
