The House transportation committee Thursday shot down 8-5 a proposal that some were calling the “Scarlet Driver’s License” bill. The bill from Rep. Ray Rose, R-Montrose, would have required people convicted of drinking and driving to have green driver’s licenses after a first offense, and red licenses if convicted of two offenses in five years.
