Highlights from the Legislature on Friday.

— State Rep. Michael Garcia, the third-ranking Democrat in the Colorado House, resigned amid reports that a female lobbyist accused him of lewd behavior in a bar.

— The Senate gave initial approval to a measure (Senate Bill 24) that bars sports teams and other venue operators from limiting how people can re-sell their tickets.

— The Senate gave initial backing to allowing the secretary of state to retest electronic voting machines disqualified in December (House Bill 1155). Lawmakers are still waiting to see another proposal which would require the primary and the general election to be conducted mainly by paper ballots. Even with a paper ballot election, optical scanners would still be needed to count the paper ballots. Touchscreen voting machines must also be made available for disabled voters.
