WASHINGTON — No law was broken at a fundraiser hosted for a Republican congressional candidate despite the attendance of the head of the federal Environmental Protection Agency, federal investigators announced Tuesday.

The U.S. Office of Special Counsel concluded that EPA Administrator Stephen Johnson did not break laws prohibiting federal agency resources for partisan political activity. The 2006 fundraiser was held for Rick O’Donnell.
