Leipheimer will not compete in the Tour de France. His new team, Astana, was not invited as a result of three riders being busted over the last year: Alexander Vinokourov in last year’s Tour de France, where he was favored, Andrei Kasheshkin in August and Matthias Kessler in January. Astana has since overhauled its personnel and started an independent doping program.
