COLORADO SPRINGS — A former broadband-company executive wants to open a ski resort on Pikes Peak. John Ball, ex-chief executive of Boulder-based Eller Industries, has proposed buying a $4 million, 320-acre parcel on the mountain for the ski area, resort and housing.
