A registered sex offender is under arrest in Boulder after a woman accused him of trying to kidnap her 5-year- old son Sunday evening from the patio of the Old Chicago restaurant on the Pearl Street Mall. Police say Frank McCowan, 55, approached the mother and her friends, talked to them and remarked that the boy was “a cute kid.” When the boy’s mother went to the restroom, McCowan allegedly asked the child if he wanted to go skating on the mall. The mom discovered the boy missing after returning and called police. When officers arrived, she had found the boy and was in a confrontation with McCowan.
McCowan, arrested in 2005 on a charge of sexually assaulting an at-risk adult, is being held at the Boulder jail.
