DENVER—Lawmakers are asking a newly formed ethics committee to clarify a voter-approved law banning state employees from taking many gifts.

House Speaker Andrew Romanoff said Monday that the rules have left thousands of state employees in limbo over whether their children can accept scholarships and whether they can accept awards.

Legislative leaders asked the committee a dozen questions, including who is covered and what constitutes a violation. Romanoff says the committee has 20 days to respond.

The rules are part of Amendment 41, a constitutional amendment approved by voters in 2006. They ban lawmakers from accepting gifts from lobbyists. They also ban any gifts worth more than $50 to lawmakers and to state employees or their families.
