WASHINGTON — The Justice Department is investigating whether agency officials acted appropriately when issuing a memo saying President Bush’s wartime authority could not be limited by domestic laws or international bans on torture.
The March 2003 memo has been included in an ongoing internal review about the use of waterboarding by the CIA — and whether top Justice officials crossed a line in authorizing the interrogation technique.
