DENVER—A newly formed ethics committee has refused a request from legislative leaders to clarify a voter-approved law banning state employees from taking gifts.

House Speaker Andrew Romanoff says the rules have left thousands of state employees in limbo over whether their children can accept scholarships and whether they can accept awards.

Legislative leaders asked the committee a dozen questions, including who is covered and what constitutes a violation.

The commission told lawmakers that without any facts, it cannot issue an advisory opinion.
