The Denver City Council on Monday granted initial approval to a $75,000 settlement of a federal lawsuit from a man who claimed he was roughed up during a wrongful arrest.
David Nettles sued the city, Police Chief Gerry Whitman and Officers Damian Naranjo, Michael Nuanes Jr. and Zachary Phillips in U.S. District Court over his Dec. 5, 2003, arrest.
Nettles said his shoulder was shattered and his arm broken when the officers tried to force his arms into handcuffs that were too short for his girth.
