DENVER—The FBI broke ground on a headquarters complex in Denver to accommodate new programs and unexpected growth after the Sept. 11 terrorist attacks.

Officials say the 10-acre campus will include a four-story office building, an annex and a parking garage. Officials say the offices use “green” building techniques.

It’s expected to be mostly complete by December 2009.

The groundbreaking happened Thursday afternoon.
