DENVER—Gov. Bill Ritter has vetoed three sets of spending instructions that lawmakers inserted in the state budget, including a provision that would deny state funds to communities that provide state services to illegal immigrants.
Ritter issued the vetoes Monday. He says the instruction is unconstitutional.
The other vetoes include a requirement that the state study rates paid for elderly care and a requirement setting up a committee to oversee a child-care program.
The spending instructions are called footnotes and have been a point of contention between successive governors and the Legislature.
