DENVER—A Colorado state House committee has killed a measure asking voters to fix conflicting budget mandates in the state constitution.
The action came Monday after the sponsor, House Speaker Andrew Romanoff, said he’ll try to get the measure on the ballot by circulating petitions instead.
The measure is aimed at resolving conflicts between the Taxpayer’s Bill of Rights, which limits overall state spending, and Amendment 23, which requires increased spending on education.
Romanoff’s plan would relax TABOR by letting the state keep tax surpluses instead of returning them to taxpayers. It would eliminate the education spending mandates of Amendment 23 but put at least some of the tax surplus into a state education fund.
