SAN DIEGO — Democratic presidential candidate Barack Obama on Sunday proposed up to a 50-percent tax credit for small businesses that provide health insurance to their employees.

Speaking to the National Council of La Raza convention, Obama said he hoped that the idea, which had been championed by former rival Hillary Rodham Clinton, holds a special appeal to Latinos and other minority groups struggling for a toehold in the U.S. economy.

Meanwhile, Republican candidate John McCain attended a service at a Baptist church in north Phoenix. He said he intends to reverse a trend of politicians from Arizona who failed in their presidential bids.

“Arizona may be the only state in America where mothers don’t tell their children that someday they can grow up and be president,” he joked.

The other Arizonan candidates were Sen. Barry Goldwater in 1964, Rep. Morris Udall in 1976 and former Gov. Bruce Babbitt in 1988.
