CASTLE ROCK, Colo.—A Highlands Ranch man who struck and killed a 13-year-old skateboarder will not face criminal charges related to the collision.

Traffic investigators from the Douglas County Sheriff’s Office say 23-year-old Ian Stuart Koch was westbound in a Highlands Ranch neighborhood late Wednesday when a boy on a skateboard darted in front of his vehicle.

Riley Frazel of Eureka, California was critically injured. He was transported to a nearby hospital but died Thursday.

Investigators say Koch was driving slower than the posted speed limit, and that there was no evidence either alcohol or drugs played a role in the crash.

The Douglas County coroner ruled Riley died from head and internal injuries.

He had been visiting relatives in Littleton.
