DENVER—The Denver City Council Safety Committee will consider a proposal July 23 that would ban the possession of materials like weighted pipes and chains, as well as other items that could be used to make bombs containing urine and feces for protests.

The Denver Police Department calls such materials potentially dangerous.

Denver Manager of Safety Al LaCabe, who oversees the department, says authorities would have to determine that a protester had an intent to use the materials to obstruct the public’s right to move freely. Arrests could only be made after such a determination had been made.

A rejected version of the proposed ordinance would also have made it illegal to possess gas masks or bulletproof vests.
