LONDON — Rwanda’s government Tuesday officially accused French political and military leaders of complicity in the 1994 Rwandan genocide, which left 800,000 dead.

In an effort to protect a friendly government facing a rebel threat, France helped train the Rwandan ethnic Hutu troops and militias that ultimately carried out the genocide and continued to supply arms to the perpetrators even after the killings had started, charged a commission set up by the Rwandan government to investigate France’s role in the killings.

French officials had no immediate comment on the new charges.
