BOULDER, Colo.—The National Center for Atmospheric Research has shut down a program designed to help students and policy-makers understand climate science, citing budget problems.

NCAR officials said Thursday funding shortfalls forced them to close the Center for Capacity Building. They say the problems have forced dozens of layoffs in numerous programs.

The Center for Capacity Building was overseen by Michael Glantz, the first social scientist ever hired by NCAR. Glantz will be laid off.

In more than three decades at NCAR, he established a reputation as an expert on the social impacts of climate.
