CRAWFORD, Texas — President Bush says he sees hopeful signs of progress in New Orleans three years after Hurricane Katrina but acknowledges the city is still struggling to recover.

Bush travels to New Orleans and nearby Gulfport, Miss., today. The White House released an advance copy of a speech he will give.

In it, Bush says there’s still a lot of work to do before New Orleans is fully recovered. He acknowledges that people are “still hurting” but says “a brighter day is coming.”
