PHILADELPHIA — A 62-year- old white electrician at Children’s Hospital of Philadelphia was charged with ethnic intimidation Wednesday after authorities say he admitted he hung a noose near the locker of a black co-worker who was being groomed for management.
William Gould of Philadelphia faces a court hearing Monday.
