WASHINGTON — In a pointed but mostly symbolic expression of displeasure with Moscow, President Bush pulled a civilian-nuclear cooperation deal with Russia on Monday.
Bush had sent the agreement to Congress for approval in May. Secretary of State Condoleezza Rice announced that it had been pulled back.
