A report commissioned by labor and environmental groups suggests that Colorado could gain more than 30,000 new jobs and billions of dollars in investment under a national program to increase renewable energy and impose carbon- emission regulations.
The plan from the Political Economy Research Institute at the University of Massachusetts-Amherst calls for spending $100 billion over two years in retrofitting buildings to improve energy efficiency, expanding mass transit and freight rail, constructing “smart” electrical-grid transmission systems and adding more wind power, solar power and biofuels.
