BERLIN — Lawmakers quizzed two German spies Thursday over their activities in Iraq during the U.S. invasion in 2003, the latest stage in an inquiry that could prove awkward for the country’s foreign minister.

Then-Chancellor Gerhard Schroeder strongly opposed the U.S. war in Iraq. Still, in 2006, Germany’s Federal Intelligence Service acknowledged it had two agents in Iraq at the time but rejected speculation they provided valuable military information to the U.S.
