MIAMI — The National Hurricane Center in Miami says a new tropical depression has formed over the eastern Caribbean. It is the 15th of the season and could strengthen into Tropical Storm Omar. Tropical storm watches have been issued for Puerto Rico, the U.S. Virgin Islands, the British Virgin Islands and parts of the Dominican Republic. Far out in the Atlantic, a weakening Nana was expected to dissipate Monday night or today.
