GOLDEN, Colo.—The governor of one of three states that could benefit greatly from oil shale says the Interior Department should move quickly and write regulations for its development before a new administration takes over.

Utah Governor Jon Huntsman says his state is open to the potential of developing the more than trillion barrels of oil believed trapped in rock in swath of land cutting through Utah, northwestern Colorado, and Wyoming. He made his comments Monday at a symposium at the Colorado School of Mines in Golden.

Colorado officials including, Governor Bill Ritter, want federal officials to go slow. They’re concerned with how much water and energy will be needed coax oil out of the rock and what effect that will have on the environment.

Companies are still experimenting.
