Make the penalty hurt

The football rule for penalties occurring near the goal line to be “half the distance to the goal line” should be revised to read “half the distance to the goal line PLUS 1 yard.”

This would permit a touchdown or safety to be awarded when a serious personal foul (or repeated minor fouls) is called that now results in only a minimal penalty.

For example, penalizing a “facemask call” or a “late hit on the quarterback call” by assessing only an 18-inch mark-off from the 1-yard line is not an adequate punishment, and furthermore, it actually encourages such dirty plays if intentional.
