MEXICO CITY — Mexico’s Congress passed an oil reform bill Tuesday, allowing some private participation in an industry suffering from rapidly declining production.
The bill is significantly watered down from President Felipe Calderon’s original proposal, and experts say it is unlikely to draw enough investment to reverse declining production in Mexico.
