Westminster- based Tri-State Generation and Transmission’s plans to add 700 megawatts of coal- fired power generation in Holcomb, Kan., could cost ratepayers millions annually if a cap-and-trade program to cut carbon-dioxide emissions is initiated by the Obama administration, according to a report released Monday by Innovest Strategic Value Advisors.

“The completion of Tri- State’s portion of the Holcomb Station expansion could result in annual carbon dioxide costs to electricity consumers of between $95 million and $217 million,” the report states.
