UNITED NATIONS — The top U.N. envoy to Congo, Alan Doss, said Tuesday that U.N. peacekeepers will police the buffer zone they expect to be created when rebel forces pull back from areas they control in the conflict-racked east of the country. Congolese rebels announced the move to allow talks with the army, whose soldiers fled some areas of the province.
But in other areas, forces loyal to rebel leader Laurent Nkunda still battled the army and its allied militias.
