WASHINGTON — The Federal Trade Commission said it won’t challenge Verizon Wireless’ proposed $28.1 billion purchase of Alltel Corp., clearing the way for Verizon to surpass AT&T Inc. as the biggest U.S. mobile-phone carrier.

The agency included the acquisition on a list, released today, of transactions it won’t take any action on.
