Highlights from the Legislature on Thursday:
— The House Local Government Committee approved a bill that would require cat owners in cities with more than 100,000 residents to attach or implant identification information that would allow them to be returned to their owners. The measure (House Bill 1019) now goes to the full House for debate.

— Cracking down on smuggling contraband cigarettes (House Bill 1173).
