GEORGETOWN, Del. — Rohm & Haas Co. won a judge’s permission for a speedy trial in its lawsuit over the refusal of Dow Chemical Co. to complete a planned $15.4 billion takeover of the specialty chemical manufacturer. Delaware Chancery Court Judge William B. Chand ler III on Tuesday rejected Dow’s request for a delay until as late as April. He set the first day of trial for March 9 in Georgetown, Del.
