El Paso Corp. announced Tuesday that it has filed with the Federal Energy Regulatory Commission an application to construct and operate the Ruby Pipeline. The proposed 675-mile, 42-inch interstate natural-gas pipeline will access multiple basins in the Rockies to supply markets in Nevada, California and the Pacific Northwest. Ruby is expected to have an initial capacity of up to 1.5 billion cubic feet per day.
