DENVER—A Republican state senator is criticizing a Spanish-language TV ad produced by the state that urges drivers to wear seat belts.

Sen. Dave Schultheis of Colorado Springs says the ad encourages the “balkanization” of American culture and reduces the need for immigrants to learn English.

The Colorado Department of Transportation says 23 percent of the victims of fatal traffic wrecks in Colorado last year were Hispanic. CDOT says out of 80 Hispanics killed in traffic wrecks, 59 weren’t wearing seat belts.

CDOT says the ad cost about $15,000 to produce. The agency hopes Spanish-language TV stations will run it free.
